To receive details of the new waste collection service from SHDC Officer, David Reed followed by a Q & A session.
Mr Reed explained the following: -
• New legislation requires separate food collections and paper and card collections.
• 30% of waste is food and the rest goes to the North Hykeham energy from waste plant.
• Food waste will go to energy for power stations with the residue going to farmland as fertiliser.
• Plastic bins are better for recycling paper and card.
• Recycling in Lincolnshire is currently 45% but in South Holland it’s only 30%
• Contamination rate is currently 20% in South Holland.
• Vehicles are regularly hitting maximum capacity leading to missed collections.
• Currently reviewing all the rounds along with the number of vehicles and crew.
• 190,000 bins have been acquired.
• Going out to Parish Councils, events, schools, markets and anywhere else that people feel it would be beneficial, to explain the process.
• Beginning of October the calendars for collections will be sent out and the service will start at the beginning of November.
o 1st week = Black Bin + Food Waste
o 2nd week = Plastic and Tin + Food Waste
o 3rd week = Black Bin + Food Waste
o 4th week = Paper and Card + Food Waste
Answers to questions raised were as follows: -
• Some people will be exempt from having bins, e.g. those with nowhere to store the bins, or if they would have to bring the bins through their home.
• Assisted collections are available for those who would struggle to put the bins out themselves.
• Provision of additional bins free of charge for larger families.
• There will be assistance/support during the first 3 months of the service
• 52 liners will be supplied with the kitchen caddy, once full this will be put into the outside food caddy which has a lockable lid.
• There will be a no side-waste policy, but there might be an exception for Christmas when there is notoriously more recycling.
Any other questions or short statements from the public to the Parish Council.
• Marcus Pell asked about the litter picking on the field.
o Street Scene collections are carried out separately.
• Resident of Mill Drove North stated that there were 858 vehicles per day in 2011 now there are nearly 6,000.
o Everyone is aware of this and there have been over 52 vehicles pulled out of the dyke.
o Written to the House of Lords, have met with ex Cllrs Pepper and Poll.
o LRSP knew it would become a rat-run back in 2010.
Cllr Condell asked the resident to send him all the information and he will look into it.

27. To receive and approve apologies for absence.
Apologies were received and approved for Jake Mason and Janet Barnes. Apologies had also been received for Cllr Andrew Woolf, which were noted.

Accessibility for the Pavilion
The Clerk advised that the PC had been granted under a half of what was applied for, meaning that the work could not go ahead.
Cllr Condell stated that he had just been made aware of a funding pot for local projects.
Members asked the Clerk to send the details to Cllr Condell for consideration.

Orchard Trees
Members resolved that the PC apply for as many as they can supply for the area for the proposed Community orchard, along with 30+ flowering trees.

32. Finance Matters:
a. to receive Bank Reconciliations for May and June.
The bank reconciliations were reviewed and signed by the Chair.
b. to receive a list of recent receipts and the Summary Budget Report.
The reports were received.
c. to approve invoices for payment received since the last meeting.
It was resolved to approve the invoices totalling £6,269.01 Net. Along with the general monthly payments, this amount included the annual insurance premium of £1,103.77 and £2,210.00 for the repairs to the septic tank and drain covers at the park.
33. Blossom Trees for the park.
As discussed under item 5, it was resolved to apply for 30+ flowering trees for the park.

a. to receive the CSW report for May and June 2026.
