January 2020 Minutes

Minutes of the meeting of Cowbit Parish Council held on Monday 20th January 2020 at Cowbit Village Hall at 7.30pm.

Attendance. Cllrs Tyrrell, Elliott, and Simpson.

11 members of public. 1 press.

1. Welcome. Chairman welcomed everyone to the meeting. Also gave thanks to those volunteers who give their free time for the Community Speed Watch.

Public Forum.

Discussions had ranged from the village bus shelter by the church being used as a urinal, some rubbish bins on the highway had been used for domestic rubbish. A reduction in dog fouling of the paths had been noted, both Cllr Casson and the Parish Cllrs had worked hard in promoting locals to pick up their dogs poo. The bin by the cemetery is getting full of spent flowers, suggest asking the church to provide a bin inside the cemetery. Rumours going around that Broadgate Builders are planning to building affordable homes. Fly tipping near Capes Entry. The removal of the village sign for much needed repairs/refurbishment. Question raised as to how many birds can any one have in their back garden, with all the droppings. Suggested contacting environmental health. Bad parking in Curlew Drive opposite a junction.

The meeting started at 7.55pm.

2. Apologies.

a. Apologies had been received from Cllr Fragale, reasons given and accepted by all.

b. Cllr Peter Simpson had said that he will be resigning after this meeting.

c. The current vacant co-opted seat was offered to Mrs Janet Barnes, who accepted and duly signed all the required paperwork. Welcome Janet.

3. Declarations of interest.

a. None received

4. Notes of the meeting held on 4th November 2019 to be approved as the new minutes.

a. It was resolved to accept these notes as the minutes. Duly signed.

5. Matters arising from the minutes.

a. None.

6. Police matters.

a. None.

7. Cemetery matters.

a. Ongoing, to find land suitable. Cllr Tyrrell was unable to speak to the Vicar regarding how much burial space is still available, but will try to see him soon.

8. Highways matters/CSW.

a. The Chairman conveyed thanks to all the CSW team for their work. The report given shows that from 01.11.2019 to 15.01.2020 there had been 392 vehicles checked and a total of 58 vehicles had been in excess of the speed limit.

9. Financial report.

a. The financial report had been circulated and it was resolved by all to accept the figures given.

b. It was resolved to accept the figures given by the current grass cutting contractor for the coming year.

c. It was agreed to continue to subscribe to LALC’s training courses.

10. Planning matters.

a. Planning applications had been circulated and any comments made were listed on the SHDC portal.

11. Village Hall representative.

a. Chairman Darren Harper gave an overview of currently activities. The AGM is booked for 3rd March. The committee has applied for a lottery grant to be able to have the car park and storage works done. 28th March a race night, 22nd August Fun on the Field, bookings for stall holders to contact Darren and there’s also an evening bar. There has been a water leak underground in the car park and the water bill is 30 times what is would normally be. The village hall committee is liable for the cost of these repairs.

12. Playing field/Pavillion.

The playing field is used most days now and the areas around the goal posts are really bad. The half pipe skate unit will be removed but due to the very wet weather, the equipment to remove it will only cause more damage to the ground. The car park gates can now be lockeded, stopping people from driving over the field.

13. Correspondence.

a. Cllr Peter Simpson had read out his resignation letter. It was accepted by all. The Chairman thanked Peter for all his sterling work over the past 7 years on the parish council and wished him well for the future.

b. Other correspondence. Clerk had received a letter from the organisers of the village magazine the Elloe Oracle. The costs of producing this had increased as there are far more properties now that this gets delivered to. In previous years the parish council had made a grant of £500 towards this. It was agreed by all for this to be made available again.

14. Councillor’s reports & items not on the agenda.

a. None.
