July 2019 Minutes

Minutes of the meeting of Cowbit Parish Council held on Monday 8th July 2019 at Cowbit Village Hall at 7.30pm.

Attendance. In attendance were returning Cllrs Tyrrell, Elliott, Fragale, Hook and Simpson.

District Cllrs A.Casson, County Cllr Pepper and 6 members of public.

1. Welcome. Chairman welcomed everyone to the meeting.

Public Forum.

The car-wash building based on Barrier Bank, seems to have a huge pile of builders rubbish on the front with more added to it. This has been going on for months now and something needs to be done. DC Casson will look into this.

A petition was delivered to the Councillors from a young lady who is part of the Brownie Pack. She has took it upon herself to get a petition signed in the hope that it might help in getting a ‘dog poo bag dispenser’ in the village. She then went to discuss this further. The petition was well received and a discussion had taken place. It was agreed by the Parish Councillors and District Cllr to look into this.

2. Apologies.

a. None received.

3. Declarations of interest.

a. None received.

4. Notes of the meeting held on 14th May to be approved as the new minutes.

a. It was resolved to accept these notes as the minutes.

5. Matters arising from the minutes.

a. A villager has offered to look into having the village sign repaired, This was well received and reports will be noted when received.

b. The Community Speed watch is making a difference with speeding traffic. More volunteers are needed.

6. Police matters.

a. No Police report given and on-line date is out of date.

7. Cemetery matters.

a. The local land owner who had offered to sell the Parish Council a two acre piece of land suitable for a new cemetery, has retracted the offer due to the road entrance/exit being unsuitable. If and when the road is deemed to be safe, then the offer will be restated. But in the mean time, if anyone comes up with another piece of land, then the land owner suggests the Parish Council take up the offer.

8. Highways matters.

a. No reports had been received. But a Councillor had read in local newspapers that other local Councils had left the roadside verges to grow and wild flower seeds had been sown giving a rather pleasant outlook. Clerk had been asked to make contact with the LCC highways to ask if this will be possible for the Cowbit Parish area.

9. Financial report.

a. The financial report had been circulated and it was resolved by all to accept the figures given.

b. It was resolved to accept the increase of £9 per cut from the grounds contractor.

10. Planning matters.

a. Planning applications had been circulated and any comments made were listed on the SHDC portal.

b. The building contractor for the development just off Moulton Chapel roundabout had made contact with the Clerk, asking if Parish Councillors would like to put forward a name for the development. Councillors will remain behind to discuss this.

11. Village Hall representative.

a. In the absence of the representative, of which apologies had been received.

On going building repairs. The window blinds had been cleaned. Pop-up pub and food was due later that week. Andy and Marion Gaylor had put on another successful afternoon tea with Holbeach Brass Band in the garden of their home. Fun on the Field is due on 31st August 3-6pm. Lots of attractions, the promise of many many classic vehicles, the new football club will be there, Brownies running childrens races, beer tent etc etc.

12. Playing field/Pavillion.

a. Opening of the pavilion to teenagers has proved popular and they have asked to use the goal posts. Spalding United Youth Football Club has now signed a hire agreement to be able to use the field with U13’s and U14’s using the field on Sunday mornings and training during the week. They plan to have a girls team too. Fees paid will be used to enhance the car park area which the football club have agreed to pay to have this done and then later in the year maybe have the floodlights replaced at their cost. A review of all of this will take place after each football season.

A big thank you to Andy Gaylor who finally managed to find time to put in the concrete slope from St. Marys Gardens to the playing field, giving access now to everyone.

b. The ROSPA inspection will take place during August.

13. Correspondence.

a. Any correspondence received had been dealt with directly or included within the agenda.

14. Councillor’s reports & items not on the agenda.

a. Cllr Hook would like to thank District Councillor Casson and County Councillor Pepper for attending every Parish Council meeting and also on occasions District Councillor Woolf.

b. It was noted that Market Deeping has had vandalism by travellers and that the biggest threat to our village is by the car wash near the Moulton Chapel roundabout.

c. The seat on Barrier Bank has been refurbished by The Pride Team, when mentioned about the other seats, Cllr Casson said he would speak to them to see if they can refurbish the others around the village.

15. Date of the next meeting. Monday 9th September at 7.30pm

16. It was resolved to go into closed session to discuss the cemetery with the resident who will be offering the land for sale.
